Impacts of Incriminating Recidivism of Professional & Chronic Offenders in Internal Security

Abstract

 One of the main concerns of criminal justice organization is recidivism and return of professional and chronic offenders to crime cycle which can have negative social, security, law enforcement, economic, judicial and psychological (mental) impacts and it can disrupt internal security. This research was conducted with the main aim of identifying the impacts of
recidivism and return of professional and chronic offenders in ternal security. This research is of applied type from objective perspectives and of qualitative and discovery type from nature perspectives. The participants of the research
include Ph.D holders in economy, criminology, criminalistics, penology, penal law, criminal law, criminal sociology, criminal psychology and social aid. Sampling continued randomly and purposefully till achieving hypothetical adequacy through deep interviews with ten people. To analyze data, context analysis method was used. Findings of the context analysis indicate 5 social consequences (with 7 basic cntext), law enforcement
  security (with 9 basic contexts), psychological (with 6 basic contexts), judicial (with 7 basic contexts), and economic consequences (with 5
basic contexts). Moreover, a number of 14 high-frequency crimes were identified and the most important causes of recidivism in the framework of 13 parameters were also identified.
