Abstract
Nowadays,governance and good governance, ideal and perspective horizon of governments in the present conditions of the world have been placed in the spotlight as a serious concern. Optimal governance is a condition which for any reason, is not running in a society at present and it establishes contact with the perspective and grand moving horizon of the society and therefore, by imitating religious teachings , hypothetical propositions in the world, its strategies and solutions to achieve and materialize in reality, should be scrutinized, analyzed and extracted. In the present research, the strategic propositions of security gevernance is in a process model and has been categorized in three domains of producing security, safeguarding and protecting security and reproduction of security. In the producing security domain, four infrastructures of adapting to the environment, making culture, making establishments and maintaining patterns have been extracted. In the safeguarding and protecting security domain, four infrastructures of pre-making, prediction, prevention and smart counteraction and in the reproducing security, four infrastructures of punitive, restorative, deterrent and analytical-cognitive have been identified.
