Defense-security governance model based on political values

Abstract

The realization of national security policies requires good defense-security governance based on the use of effective measures, tools, and resources in this area. In the process of this type of governance and in order to overcome various political, cultural, and cognitive threats, utilizing political values as one of the soft resources of governance is an undeniable necessity. Accordingly, the main question of the research is: What is the appropriate model for optimally utilizing the capacity of political values in the defense-security governance of the Islamic Republic of Iran?
This research is a descriptive-analytical study that uses a semi-structured interview method to collect data to answer the research question. The statistical population includes professors and experts related to the research field, and the sample size is 15 people using the chain sampling method, considering the saturation point. The data analysis method in this research, depending on the type of data, is a qualitative method based on content analysis, which was carried out using maxqda software.
The achievement of this research is a model of defense-security governance that has three areas: strategy formulation, implementation, and evaluation and feedback. Within the framework of this model, political values can be utilized in the governance process and defense and security affairs can be guided and directed within the framework of political values. The results of the research indicate that the presented model will facilitate the transition from various soft and cognitive threats, political, social, cultural, and military calamities and crises, and will facilitate the achievement of governance goals, namely deterrence and ensuring sustainable security.
